Speech of Assistant Minister Chen Jian at the Seminar on Uruguay Investment and Trading Opportunity
On Sept. 9, Chen Jian, Assistant Minister of Commerce attended the Seminar on Uruguay Investment and Trading Opportunity held in Xiamen and gave a speech with a title of " Enhance Cooperation, Promote Common Development ". Full text of the speech was as the following:
I am delighted to have opportunity to get together with friends here devoted to the promotion of China-Uruguay trade and economic relations in Sept. in the beautiful city Xiamen to put forward proposals to develop the mutually beneficial cooperation between China and Uruguay. First of all, please allow me, on behalf of the Ministry of Commerce, to extend warm welcome to the delegation sent by Uruguay government and sincere congratulations to the Seminar. We believe that the Seminar will certainly be beneficial for deepening mutual understanding between the two countries and laid a firm foundation for further cooperation among enterprises in China and Uruguay.
China is ten-thousand Li away from Uruguay, but friendship between them are close and the long distance can not make us give up the decision of developing bilateral trade and economic relations and of expanding cooperation on trade and investment. China and Uruguay are strongly complementary to each other economically, to enhance trade and economic cooperation of mutual benefit is not only in the interests of the people of the two countries but also favorable to world peace and common development. In 17 years since the establishment of diplomatic relations between China and Uruguay, the bilateral trade and economic cooperation developed gradually, bilateral trade amounted to US$54.33 million in 1987 but hit US$320 million in 2004, the annual growth rate was over 10%. In the first 7 months of 2005, China-Uruguay trade made further progress and reached US$220 million. While increasing the volume of bilateral trade, governments and enterprises of China and Uruguay were making efforts to achieve certain effect in promoting diversification of import and export commodities of the two countries.
Compared with bilateral trade, scale of two-way investment between China and Uruguay was limited: By the end of June 2005, 3 Chinese investment enterprises were approved or put on records by the Ministry of Commerce of PRC in Uruguay with investment of US$813 thousand, but 10 projects were invested from Uruguay in China with actual investment of US$300 thousand. In another viewpoint, the above-said status of two-way investment indicated that there were huge potential in bilateral cooperation. I believe that with the gradual increase and enhancement in mutual understanding among enterprises in the two counties, the good momentum will cause an essential leap of two-way investment at the end.
Ladies and Gentlemen, trade and economic relations were the important part and powerful driving force of China-Uruguay bilateral relations. The two countries and peoples would be beneficial from the expansion of bilateral trade and economic cooperation, which was much significant for the reinforcement of long-term friendly relations and the step-by-step development of bilateral relations. Looking into the future, we had much confidence in the prospect of China-Uruguay trade and economic cooperation, owing to the following factors:
1, The traditional friendship between China and Uruguay and favorable bilateral relations laid a firm foundation for the development of bilateral trade and economic cooperation.
2, The economic complementarity between the two countries provided extensive prospect for the development of bilateral trade and economic relations and the development of two-way investment for special.
3, The establishment of China's market economy system and the healthy, rapid and sustainable development of Chinese economy infused energy into China-Uruguay trade and economic cooperation.
On the other hand, China was implementing strategies of Revitalizing Northeast China and Other Old Industrial Bases and Western Development, and the regions would provide more opportunities of investment and development for Uruguay enterprises.
I believe that with the rapid development of China's national economy, building of a well-off society in an all-round way and further open-up of domestic market, China-Uruguay trade and economic cooperation will face bigger development opportunity and economic contact will be closer.
Distinguished Friends:
The achievements in China-Uruguay trade and economic relations were related with common efforts made by governments, business community and friendly personage in the two countries. The Seminar provided a chance for governments and business community of the two countries to enhance communication, increase understanding and discuss development strategy together. I believe that only if the two sides utilize the opportunity and work hard, could cooperation opportunities in more areas be created so as to promote the all-round development of China-Uruguay trade and economic relations.
The first 20 years in the century will be not only the years for China to build a well-off society in an all-round way but also the years for enterprises in China and Uruguay to seek for mutually beneficial cooperation and common development. Let us seize the opportunity together to take advantage of each other’s strengths and seek for new fields and modes for cooperation, to realize win-win on the basis of equality and mutual benefits to build a bright future of China-Uruguay trade and economic relations.
