Speech of Mr. Chen Jian at the Briefings on Investment Environment and Policies of China and Portuguese-Speaking Countries

Distinguished Ministers of Portuguese-Speaking Countries,
Distinguished Financial Secretary of MSAR Tan Boyuan,
Guests, Ladies and Gentlemen,

First of all, please allow me on behalf of the Ministry of Commerce of PRC to extend warm welcome to ministers of Portuguese-Speaking Countries and Financial Secretary of MSAR Tan Boyuan to attend the Briefings on Investment Environment and Policies of China and Portuguese-Speaking Countries.

China and Portuguese-Speaking Countries are friendly and strongly complementary to each other economically and the potential for further economic and trade cooperation was huge. Especially in recent years, China and the Portuguese-Speaking Countries economy turned a good momentum of increase. In 2004, Chinese economy was up by 9.5%, and the foreign trade broke through US$1 trillion for the first time, amounting to US$1.1547 trillion with a year-on-year growth rate of 35.7%, the actual attraction of FDI reached US$60.6 billion. The improvement of bilateral investment environment laid a firm foundation to expand cooperation with mutual benefits.

We are pleased to see that since the successful holding of the Forum on Trade and Economic Cooperation Between China and Portuguese-Speaking Countries in Oct. 2003, they completely utilized the platform of Macao to engage in multi-layered cooperation in fields of tourism, public health, media, infrastructure construction and natural resources exploitation, which strongly push forward the development of bilateral trade. In 2004, total bilateral trade between China and Portuguese-speaking countries hit US$18.266 billion, up by 63.82%, which was the result of mutual efforts of governments and enterprises of the countries.

Meanwhile, we noticed that the bilateral trade and investment accounted for a limited part of foreign trade and investment of each other, which was out of accord with the cooperation potential and put forward higher requirement to the Forum.

Therefore, I would like to put forward several suggestions on the cooperation between China and Portuguese-Speaking Countries:

1, Countries at the Forum should completely take advantage of the current preferential policies and conditions, take active measures, reduce trade obstacle, encourage enterprises to engage in trade and economic communication and cooperation, provide information on trade and commodities and enlarge multi-way trade.

2, Countries at the Forum should further perfect various laws and regulations on two-way investment to support enterprises to cooperate in areas of infrastructure construction, telecommunication, energy sources, agriculture, natural resources exploitation and utilization.

3, We should make full use of Macao as the platform of China to cooperate with Portuguese-speaking countries in trade and economy to assist the Forum to hold various activities and promote the understanding and communication among governments and enterprises in China and Portuguese-speaking countries so as to push forward bilateral trade and economic cooperation.

Distinguished Guests, Ladies and Gentlemen:

I hope that guests here could utilize the opportunity provided by the briefings to enhance understanding and communication, seize opportunity and deeply discuss the possibility of expansion of trade and investment cooperation with Portuguese-speaking countries. I believe that with mutual efforts, the trade and economic relations between China and Portuguese-speaking countries will make a faster development.
