| Assistant Minister of Commerce Chen Jian: Huge Potential in Development of Overseas Project Contracting |

Chen Jian, Assistant Minister of Commerce, said at the 3rd Session of the 4th Executive Council of China International Contractors Association on Sept. 27 said that there were huge potential in development of overseas project contracting.
In recent years, China gained obvious achievements in overseas projects contracting with an annual growth rate of about 20%. Enterprises in China developed rapidly, nevertheless, the share of them at the international market was still small, Mr. Chen Jian said that we should cherish the belief of strong development of overseas project contracting to bring into full play competitiveness of enterprises and it would be possible to reach the target of annual turnover of US$25 billion to 28 billion, but we should not be blindly optimistic but work earnestly.
He said that issues like whether there were enterprises with qualification and capacity of “Gong Global” staying at home, and projects that we could win but failed, whether our enterprises utilized foreign reserves and financial policies at the maximum, were standard to judge whether
How to develop and what should be depended on to develop, for which Mr. Chen Jian said, it was still the future development strategy that we should attached most importance to design and consultation to develop the cause of overseas projects contracting. Now, Chinese enterprises had capacities of business, construction, and equipment manufacture but were lack of design, project and consultation management. It was urgent to foster technology, management and consultation of existing enterprises to engage in advanced frontier projects at international market.
At present, financial support to enterprises was somewhat satisfactory, but should be enhanced in how to provide characteristic service to effectively protect interests of enterprises and promote enterprises to go global.
According to statistics, in Jan. through August, total turnover of China’s overseas project contracting amounted to US$11.75 billion, up by 20.9% on a year-on-year basis, value reached US$15.92 billion, up by 4.8%. By the end of August 2005, total turnover of overseas projects contracting were US$125.77 billion with a contract value of US$172.21 billion.
However, while total business volume increasing, problems affecting long-term development like industrial structure, growth mode were surfacing gradually. Mr. Chen Jian hoped that the Association should stand by national interest to do better industrial self-discipline and coordination.
“Create more convenient service environment” was an important indicator of the Association’s future work. And “Regulate behaviors” was another important requirement of the State Council to industrial organizations. Mr. Chen Jian hoped that all member enterprises should highly stressed the contribution of the Association to the development of China’s overseas project contracting cause.
At the Meeting, Diao Chun, vice chairman of China International Contractors Association, reported various work since the 2nd session of the 4th Executive Council and put forward suggestions on orientation and main work in the next stage.
